I am a 64 year old pensioner and I took up residence in Norwich approximately six and a half years ago after living in Essex for many years. Unfortunately, I arrived in the city with a very false and misleading profile hanging over me. This profile was concocted by members of the Essex police force. I can only assume that their actions were motivated by the fact that I had been instrumental in an Essex police officer being dismissed from the force.
The profile in question was put together in a very devious way. Drinkers in the pubs that I used in a certain Essex town were asked what they knew about myself. Their answers were based on pub gossip and various other forms of innuendo. All this information was compiled into a profile which was put together in such a manner that anyone reading it could only come to one conclusion.
For quite a long time, I had the notion that the Norwich CID had been reacting to the profile refered to above. I become so worried about this situation that I felt obliged to lodge a complaint with the Chief Constable, Norfolk police, via Mr Charles Clarke, Labour MP for Norwich.
Eventually, and in response to my complaint, an investigation was carried out by DI S.Armes at Norwich police station. I am in possesson of a copy of a letter(Ref PSGEN 95/O9) which was sent to Charles Clark by DI Stuart Armes in July 2009. This officer states in the following extract (Thererfore I have to say that based upon the information available at this time and the knowledge of officers I have spoken to, there is no suggestion that Mr Williamson is or ever has been the subject of any police investigation).
All this business is a total mystery to me because there are people in the community (especially in my local pubs) who could, if they wished to, disagree with what DI Armes has said to Charles Clarke. It would appear that I have been very much ill fated in my relationship with the police. Approximately 8 years ago, in an Essex town, in a Wetherspoons pub named The Moon on the Square, I was nearly murdered. My four assailants were arrested, charged and convicted of attempted murder and sentenced to 10 years apiece. They appealed against their sentences and were immediately released. Prior to the release of my assailants I was told by a WPC that I wasn't required as a witness because the police had taken enough statements from witnesses in the pub where all the action took place. Here you have a situation where there was no actual victim in court. It is also most likely that some of the witnesses and their families were known by my assailants and their cronies. Some of the witnesses may have retracted their statments. Because of the blunders and possible illegal shortcuts taken by the police I was denied the chance of claiming 1000's of pounds in compensation. Also, I was denied the pleasure of seeing my assailants put behind bars for a very long time.
The four men I refer to had been involved in serious crime for many years and they were known by major drugs dealers in the town. These men were also not above harming children if it suited their purpose. My assailants even intimated that they were going to do something to my twin sons.
Prior to the attack upon myself, I had been continuously harassed by the local police. The staff at the Moon on the Square pub were asked to get in touch and inform the police when I put in an appearance, they would then appear within 15 minutes of my arrival in the pub. It seems very strange that the police were not in the pub on the night that I was attacked!!? (Does all this sound all too familiar to any Norwich pub landlord?) Community issues

Cat & Fiddle Pub (Nr Anglia Square)
In the summer of 2009, an OAP was attacked and humiliated in the gents toilet of this pub. This cowardly attack was carried out by a local degenerate named Animal and two or more of his cronies. Up until this incident, this local scumbag was treated as a hero. Now, rumour has it that he is now being refered to as the "OAP bashing pervert of Anglia Square". (I wonder if this man behaved as bad when he lived London.) This man should also be on the sex offenders register.

In practice, they often call on a local Magistrate (whether in Court or at home), and explain why they require access to the information. Magistrates can issue a warrant on that basis, though will usually ask a few questions to ensure that the request really is necessary for the pursuit or solution of crime.

A: You probably cannot find out if they applied, but you can find out if one was granted and they talked to your bank.

Q: If a case is put before the Crown Prosecution Service and is dismissed due to insufficient evidence, are the police allowed to continue with the original investigation and for how long.
A: ***** The CPS prosecutes criminals cases investigated by the police in England and Wales and exists to ensure that wrongdoers are brought to justice. If the case was dismissed due to insufficient evidence like you said, then its over and done with unless new evidence came to light and is worth taking into consideration then they might open the case yet again.
The police must have a very good reasons to do so, but in most cases if the CPS dismissed the case that will be the end of it.
Q: How does a law abiding person deal with a local authority that is or has been using the ant-terrorist laws or other means to pry into that persons private life
A: ***** Section 8 Human Rights Act established a qualified right to privacy with the same sort of exceptions that are found in the Data Protection Act and subject to grounds of proportionality.
The standard method of establishing proportionality is by an internal review process defined by the regulation of investigatory powers act (RIPA) and heavily monitored by the Surveillance Commissioner.
Contrary to popular opinion and press reports RIPA does not provide powers to use surveillance techniques and there is no specific requirement to use it if you can establish proportionality etc by other means.
RIPA distinguishes between intrusive surveillance and directed surveillance - intrusive includes reading emails and listening to telephone calls and is restricted to the police and security services and similar bodies. Directed is basically observing people and is extended to a number of other bodies with responsibility for enforcing legislation with criminal penalties, including local councils.
The inclusion of local councils has been controversial largely because of misleading newspaper reports and general ignorance of the duties imposed on Councils. Examples - such routine matters as monitoring noise following a complaint, checking Council market traders for illegal activites and carrying out test purchase exercises for underage sales have been carried out for decades, if not centuries with little or no restriction, but are now classified as surveillance requiring authorisation.

A: ***** To be honest there is not a great deal, but if this is causing you alarm and distress you can contact the Police and what will probably happen is they will deal with this person (providing you know who it is) by means of an harrassment warning.
this basically means that this person cannot contact you directly (calling you) or indirectly (contacting you through another means).
that person would have to sign to accept this (although even if they dont it is still in power) and if the same happens again then that person can be arrested.
if you do not know who it is then there is nothing you can really do to be honest.

Q: How can I find out if I can use my UK passport without causing any further trouble for myself. My passport was tagged during a police investigation. This investigation is now over and I'm in the clear.
A: Best bet would be to go to the local police station, and IF they can / would give you some paperwork saying that you are no longer under investigation. Just because they have finished and you are cleared does not mean that immigration / customs etc got the memo.

Sadly there is no way to check this. The police will simply not be interested in helping you in anyway on this matter - particularly as they will consider you got away with it.
Your only way might be to go to the passport office and ask them or try the border control agency.
Your best bet however is to get a new passport as you current one may have got thoroughly wet and become unusable.
